I don't think it is wise to get the Federal Government involved in these matters at all. They have an abysmal track record.
Your need buyers, and the current FHA guidelines inhibit the obtaining of reasonable financing by excluding many buyers. They have gone from asset based lending to cash flow based lending, thus eliminating many otherwise qualified potential buyers.
