FEICA Urges EU to Avoid Added Costs and Complexity in Chemical Regulations

FEICA, the Association of the European Adhesive & Sealant Industry, is calling for targeted, evidence-based measures under the EU's proposed Industrial Accelerator Act (IAA). The association emphasizes that new requirements should strengthen industrial competitiveness without creating unnecessary costs or regulatory burdens.
Ahead of the October 26-27 discussions on the IAA in the Council Working Party on Competitiveness and Growth, FEICA welcomed growing recognition that future chemical regulations should be supported by evidence and impact assessments.
Focusing on Article 16 of the IAA, FEICA is urging policymakers to consider the different needs of chemical manufacturers and the industries they serve.
FEICA argues that before introducing new requirements intended to stimulate demand, the EU should evaluate their potential effects on material availability, costs, technological readiness and downstream industries.
The association recommends implementing Article 16 through a transparent work plan, assessments of individual industry value chains, and consultation with affected stakeholders.
"Adhesives and sealants are used in products as diverse as wind turbines, electric vehicle batteries, food packaging and medical devices," said Jana Cohrs, Director Public & Regulatory Affairs at FEICA. "That diversity must be reflected in the way Article 16 is implemented. Policymakers need to understand how proposed measures will affect individual value chains and whether they will create meaningful demand or simply add complexity and costs across interconnected industries."
FEICA supports efforts to strengthen Europe's industrial competitiveness and resilience but stresses that new measures must be practical, proportionate and tailored to specific markets.
The association's central message is that industrial policies should help manufacturers innovate and compete, rather than increase regulatory complexity and costs.
